Although the term has been in use for decades, it didn't really catch on until after an incident which occured in 2020 which is known as the "Central Park birdwatching incident." Oddly enough both people involved in this incident share Cooper as their last name, but that is merely a strange coincidence. The basic story goes like this. Some guy was at the park watching birds and this lady arrived on the scene and allowed her dog to run around, scaring the birds in the process. Although there was a sign at the park clearly stating that dogs were supposed to be kept on a leash, she either disregarded that rule or was unaware. At any rate, the guy politely asked her to control her dog. She took umbrage at this request and called the cops claiming that the guy was threatening her. Although the news media tried to make this into a racial issue because the guy happened to be black and the lady happened to be white, the real issue is the tendency of some people to use false accusations to get their way or for the sake of revenge.
