The term dictator is often misused and when it is used it generally gets used as an inaccurate smear. Let's consider the examples of Biden, Putin, and Zelenskyy to determine if any of these leaders actually qualifies as a bonified dictator. The traits of a dictator are as follows:
1) Dictators have absolute power and control over the armed forces.
All three share power with other members of government.
2) They often come to power through force or political deceit.
Biden may have cheated during the 2020 presidential election. Zelenskyy continues to serve although his term has expired. There are allegations against Putin, but nothing solid.
3) They maintain power by jailing and executing opponents.
This definitely applies to Zelenskyy, possibly to Biden, but probably not to Putin.
4) They limit or deny basic civil liberties.
Zelenskyy is very guilty of this, Biden to some extent, and possibly Putin to a lesser extent.

So, of the three leaders Zelenskyy comes closest to actually being a dictator, Biden the second closest, and Putin does not appear to qualify.
